Low Emission Zone: Penalty Tickets for Ukraine Refugees

For more than ten years, you have needed a fine dust sticker if you drive your car in the city centre of Hanover. The residents of Hanover know this, but not refugees from Odessa on the Black Sea. A refugee couple with a child has now received a ticket in Hanover because they did not have the appropriate environmental sticker on their car.

It's not as if the municipalities weren't prepared for this. Ten days ago, there was already criticism in Bonn that the city was handing out parking tickets to Ukrainians who had fled because they did not have the correct or no environmental sticker on their windscreen. FDP local leader Bollmus therefore pleaded for a transitional period with more goodwill and leniency. The city of Bonn, on the other hand, did not want to allow any exceptions and sees the distributed warnings in the city centre as an invitation to the Ukrainians to contact the city administration in this situation as well in order to find out about the issue and then find a solution together. In this way, every city deals with the fugitives a little differently. The law enforcement officers in Cologne and Düsseldorf, for example, are to intervene with all available means in the case of direct traffic hazards, while other violations are to be decided on a case-by-case basis. In Essen and Dortmund, on the other hand, the plan is to hold every owner of a wrongly parked vehicle accountable, regardless of his or her nationality.

This is also how the inspector of the Ukrainian couple in Hanover wanted to proceed. In response to the husband's explanations, she said that she could not cancel the parking ticket. Perhaps it is now time for municipalities to prepare and sensitise their employees for such situations and issue instructions so that it is not always a single control person who has to take the decision-making power.
