Diesel driving bans in Hannover and Osnabrück?

For years the limit values for nitrogen oxide have been torn down in the Lower Saxony cities of Hanover and Osnabrück. Even the corona-related lockdown has not been able to significantly improve air quality. The Deutsche Umwelthilfe (DUH) does not want to look any further into the tragedy and had complained for better air.

On July 1, 2020, there will now be a discussion with the DUH and the representatives of both cities before the Higher Administrative Court (OVG) in Lueneburg. At the first court hearing, an attempt will be made to reach an out-of-court settlement. This could be eco lanes like in Düsseldorf or a massive 30 km/h increase. If both parties do not reach an agreement, a hearing with a judgement of the OVG will take place. These can then also be tough diesel driving bans.  
Will both cities meet the DUH to the extent necessary to avoid diesel driving bans?
